Redd (407) 380-4625 Simulation, Training, and Instrumentation Command
(STRICOM) through its Broad Agency Announcement 97-02, under paragraph
1-E, Topic II entitled, "SEDRIS Advanced Prototype Initiatives," in
coordination with the Defense Modeling and Simulation Office (DMSO) and
the Department of Defense (DoD) Modeling and Simulation Executive
Agents for Environmental Representations, is pursuing the development
of a SEDRIS format. This format is intended to be transparent to the
user and normally accessed via the SEDRIS Read and Write APIs.
Synthetic environment databases can be very large, performance in data
storage and retrieval should be considered in the design. Interested
parties are encouraged to submit white papers prior to submitting
proposals. The white papers will be reviewed to determine whether or
not the proposed effort is within the scope and interest of this
solicitation. Subsequently, offerors will be notified whether or not
their white paper was favorably received. Favorable review of a white
paper does not constitute selection of the proposed effort for contract
award and will not establish a binding commitment for the Government to
fund the effort. An offeror submitting a proposal in response to this
announcement may request a cost reimbursable type of contract, a
cooperative agreement or an other transaction agreement, if the
proposal meets the requirement for that type of submission. Proposals
will be evaluated by a technical review board using at least the
following criteria: overall scientific and technical merit;
understanding of the problem; technical experience and education of the
personnel performing the work; and the background or past experience of
the offeror in developing data formats. White papers must be received
at STRICOM no later than 5:00pm eastern standard time on 23 April 1997.
Favorable notification of white papers will be accomplished by 5 May
1997. Final proposals will be required no later than 27 May 1997. The
anticipated contract award date is 31 July 1997. Additional information

to request an additional copy in order to respond to this
