jhuff@pica.army.mil. This is a notice of intent to place a contract
with Stevens Institute of Technology (SIT), for an unsolicited proposal
to provide a device from SIT highly filled materials institute to
quantitatively measure the quality of mixing in highly solids filled
suspensions. The mean particles size of the solids may vary from 1to
250 micron. The device will use wide angle x-ray diffraction. The
volume fractions of the components will be measured over varying scales
and the measurements compared to determine how uniformly the material
is mixed. Application will be investigations as to how variations in
manufacture affect the micro structure of propellants, explosives and
pyrotechnics. The device will be used in related investigations to
determine the relationship between micro structure and performance. No
solicitation or document is available and no contract will be awarded
solely upon the basis of information submitted in response to this
