Officer, (703) 325-1200. Human Response Data and Models created by the
Defense Special Weapons Agency (DSWA) have concentrated on physical
performance impacts primarily for casualty assessment. DSWA intends to
contract with KGA International for the purposes of gathering
cognitive performance and radiation exposure data from select groups of
people living in the Ukraine. KGA International has proposed utilizing
customized performance assessment batteries (PAB) to collect
performance data and has teamed with a Ukraine agency to administer the
PAB and to assess individual radiation doses. The end products include
the collected data, an analysis for any correlation between radiation
exposure and cognitive performance, and a representation of such a
relationship. One of the known holes in Human response phenomenology is
the lack of cognitive decrement data and representations. There is now
a very high priority to account for personnel effects including
quantifying the cognitive decrement associated with exposure to nuclear
radiation. The effort by KGA International is a unique blending of
expertise with the DSWA human response representation methodology and
first hand experience with establishing and implementing performance
assessment battery data collection efforts in the former Soviet Union.
There is no other known source with this combination of expertise and
experience. Performance is 45 months. DSWA intends to negotiate a sole
source contract to KGA International for the above service sixteen days
from the date of this announcement on the basis that DSWA has
determined that only KGA possesses the prerequisite knowledge and
background for satisfactory performance. No copies of the solicitation
