Furnish supplies and services to include the removal and disposal of the existing sign located at Ward Field, NAVSTA, Pearl Harbor. Installation of a new Turbo Diamond Brite, Model SA-32x96 DF which includes installation, electrical, hookup, a 2-year parts warranty, training of two operators, one maintenance person, and a maintenance/service agreement with a prompt response time of 4 to 8 hours to perform service on the sign. Negotiation with Signs Hawaii are intended. Justification for other that full and open competition is that Signs Hawaii is the exclusive distributor of electronics signs, specifically the Diamond Brite Turbo model, manufactured by American Electronic Sign Co. Further, American Electronic Sign Co. has U. S. Patents for its electronic displays and a U. S. Patent for Diamond Brite Turbo models. Any sources other than the original equipment manufacturer that feel they have the ability to furnish the above supplies and services are requested to provide legal documentation that clearly demonstrates they have ownership of the required documentation as well as legal access to American Electronic Sign Co. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
