synopsis@contracts.nrl.navy.mil.. The Naval Research Laboratory (NRL)
intends to negotiate on an other than full and open competitive basis
with Moscow State University for the design, development, fabrication
and testing of three (3) Application Specific Integrated Circuits
(ASICs) test board assemblies (ATBAs) for the Si Matrix ASICs. NRL is
responsible to NASA for the front-end electronics for the Advanced Thin
Ionization Colorimeter (ATIC) instrument. One of these electronics is
the front-end electronics to be used with the silicon matrix which is
based on the large matrices constructed for a particle physics
experiment in the Deuches Elektron Synchroton (DESY) in Hamburg,
Germany. This silicon matrix is the only matrix design with the 100%
detection efficiency required for ATIC. Skobeltsyn Institute of Nuclear
Physics (SINP) at Moscow State University in Moscow, Russia is the only
known source that has designed, developed and constructed the DESY
matrix. The required delivery date is 30 October 1997. See Note 26.
