The Coast Guard is exploring the alternative of leasing many as 9,177 computers for Coast Guard units throughout the United States, including Hawaii and Alaska, and small remote islands in the following two configurations: Basic Desktop Configuration workstation. Workstation must contain: (1) Intel Chipset Motherboard with Intel Pentium 120 chip (minimum) (2) Two Serial Ports, one Parallel Port, Mouse, Keyboard, and Video connections (3) 10/100 Twisted Pair PCI Network Interface Card (4) 1.2GB IDE Hard Drive (5) Ability to add an additional IDE device (6) Additional full length free PCI slot (7) Microsoft mouse (8) 101-Keyboard (9) Software diagnostics on bootable floppy to test all components (10) Passes the Windows NT 3.51 Hardware Compatibility test suite (11) Energy Star compliant (12) Video card with S3 Compatible Graphic Adapter and 1 MB video memory 15-inch Monitor Specifications: 15-inch Diagonal Picture tube. .28mm dot pitch.Max resolution 1280 x 1024. Vertical Scan: 50Hz to 100Hz. Super VGA. Ergonomic base. Display power management. Optional: 12x IDE CDROM drive and sound card; speakers (Workstation lease information that includes the optional equipment should be priced separately from the basic workstation lease information) Engineering CAD Workstation. Workstation must contain: (1) Intel Chipset Motherboard with Intel Pentium Pro 200 MHz chip (2) Two serial Ports, one Parallel Port, Mouse, Keyboard, and Video connections (3) 10/100 Twisted Pair PCI Network Card (4) 2.5 GB IDE Hard Drive (5) 12xATAPI IDE CDROM Drive (6) 1 ISA, 3 PCI, 1 Shared Slot (7) Microsoft mouse -- 2 button (8) 104-Key enhanced keyboard (9) Sound Blaster 16 Multimedia (10) External speakers (11) PCI Video Card with (S3 Compatible Graphic Adapter) 4MB EDO and MPEG (12) Mini Tower Chassis (13) Software diagnostics on bootable floppy to test all components (14) Passes the Windows NT 3.51 Hardware Compatibility test suite 17-inch CAD Monitor Specifications: 17-inch Diagonal Picture Tube. .26mm dot pitch. Max resolution 1280 x 1024. Super VGA. Ergonomic base. Display power management. No software is required. On-site maintenance, with 24-hour restore time, shall be provided for all CONUS, Hawaii, and non-remote Alaska locations. Mail-back/Carry-In services shall be provided for maintenance for workstations in OCONUS and remote sites. The anticipated number of workstations at a site will range from 1 up to 230. A limited number of sites may require more than 230 workstations, but no one site will require more than 600 workstations. The Coast Guard may require the following terms of any resulting lease agreements: Two 2-year leases (Base year plus one option year) as follows: (1) Base Year 1 OCT 1997 -- 30 SEP 1998; Option Year 1 OCT 1998 -- 30 SEP 1999 for 3,661 basic workstations and 250 engineering workstations (2) Base Year 1 OCT 1998 -- 30 SEP 1999; Option Year 1 OCT 1999 -- 30 SEP 2000 for 2,383 basic workstations and 250 engineering workstations One 3-year lease (Base year plus two 1-year option years) as follows: Base Year 1 OCT 1998 -- 30 SEP1999; First Option Year 1 OCT 1999 -- 30 SEP 2000; Second Option Year 1 OCT 2000 -- 30 SEP 2001 for 2,508 basic workstations and 125 engineering workstations. The Government reserves the right to exercise the option years subject to the availability of funds. Payment arrangements will be 1/12th of the annual lease dollar amount to be billed on the first day of the month for the preceding month's service. Delivery for the workstations must be FOB Destination. Arrangements for pick-up of workstations at the end of the lease period must be included in the agreement. This synopsis is for planning and informational purposes only and no award will be made as a result of this CBD. Interested sources should submit their most closely related, publicly available, commercial lease prices and a copy of their standard lease terms and conditions. In addition, briefly address the technical and cost feasibility of including any of the above requirements that may not be part of your standard commercial lease packages.
