The Naval Undersea Warfare Center Division, Newport proposes to enter into a Sole Source contract with Makai Ocean Engineering, Kailua, Oahu, Hawaii for cable laying engineering simulations to support the Portable Tracking System (PTS) installation offshore Southern Florida. This effort includes reviewing government furnished information to obtain data on PTS hardware and site characteristics of the deployment area to predict undersea cable solutions for bottom placement accuracy. A report describing the results of the simulations, providing recommendations optimizing the cable route and displaying the cable laying tables will be required. An option to provide real-time cable laying control support during the in-situ deployment will also be included. Period of performance for the cable laying engineering simulations is expected to be completed by 1 July 1997. The period of performance for the real-time cable laying control support will run from 6 August through 20 August 1997. The Government inten ds to solicit a quotation from Makai Ocean Engineering and to award a Firm Fixed Price contract via Simplified Acquisition Procedures on or before 1 June 1997. Other than Full and Open Competition Procedures are being used because real-time current data is needed to calculate the undersea cable solutions and touchdown conditions for the PTS given the ocean currents and wind speeds of the deployment area.
