requirement under the authority of 41 U.S.C. 253(c)(1) to STIDD
Systems, Inc., 220 Carpenter Street, Greenport, NY 11944, for the
purchase and delivery of marine racing seats designed to protect the
occupants of vessels traveling in rough water conditions at high rates
of speed (in excess of 60 miles per hour). Seats are to be constructed
of heavy gauge aluminum/titanium/carbon fiber (frame) and have a high
tenacity polyester/nylon cover over all waterproof padded areas. Seats
shall have hydraulic adjustments for lateral movement fore and aft,
height and raising and lowering of arm rests. Arm rests shall be
equipped with high impact hardless (hand grips) to reduce body impact
with the seat during high "G Force" maneuvers of the vessel. Seats
shall be designed to allow as passive a ride as possible and reduce
fatigue of the seat occupants. Seats shall be bolster configuration
with drop seat panels, hip supports, waist and shoulder harnesses and
headrests. Aluminum fountation weldment plate with mounting flanges to
