intends to procure up to 2000 commercial off-the-shelf personal
radiation detection (PRD) units with little or no modification. As part
of the pre-award evaluation, the contractor shall be required to submit
a unit with his proposal to be used in a demonstration to show that the
proposed PRD device can perform in accordance with the specification
set forth in the RFP. The contract shall be to purchase the units and
support for them, including maintenance and logistics, as well as
operator instruction handbooks and training videos. The PRD units shall
have a one year warranty covering workmanship and defects. The PRD
shall be a unit approximately the size of a typical pager and have the
ability to alert the wearer to above background levels of ambient
gamma and X-ray radiation. The PRD shall be greater than fifty times
more sensitive than the common Geiger Mueller instruments. Since the
device is intended to be carried by inspectors at all times, it must be
maintenance free, of rugged construction, weather resistant, battery
operated and weigh eight ounces or less. It shall have visual (light),
auditory (tone), and vibratory alarms when the radiation intensity due
to X-rays and gamma rays exceeds a preset level. It is anticipated that
a firm fixed price contract with a base year and four option years
shall be awarded. The acquisition is a total small business set-aside.
