extension 548 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Federal Acquisition
Regulation Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotations are being requested and a written solicitation
will not be issued. This is a Request For Quotation (RFQ) issued under
number 441-087. This solicitation document and the incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. All responsible sources may submit a quote which will
be considered. The Standard Industrial Classification Code is 5075.
The small business size standard is no more than 100 employees.
SCHEDULE: LINE ITEM NUMBER 1: Air Cooled Reciprocating Liquid Chiller
QUANTITY: 1 each STATEMENT OF WORK/SPECIFICATIONS: The contractor will
deliver to the Federal Correctional Institution (FCI) located in Fort
Dix, New Jersey, one (1) Air Cooled Reciprocating Liquid Chiller, to
include one (1) set of installation, operation and maintenance manuals.
STATEMENT OF WORK/SPECIFICATION: Air cooled reciprocating liquid
chiller unit. This is a packaged unit. Capacity range 75 -- 85 ton, 200
volts, 3 phase, 60hz. R22 refrigerant to include disconnect switch,
vibration isolators and flow switch. GENERAL: The packaged air cooled
chiller will be completely factory assembled including all
interconnecting refrigerant piping and internal wiring of controls,
mounted on a steel base which accommodates the air cooled condenser,
compressor and cooler. A factory run test of the refrigeration circuits
will include operation with water flowing through the cooler. Unit
structure will be constructed of galvanized steel and painted with
weather resistant enamel. The unit must have a full operating charge of
R22. The unit will separate refrigerant circuits, each with a single
compressor for standby operation. The unit shall be designed and
constructed in accordance with the applicable sections of the
following: Air Conditioning and Refrigeration Standard ARI 590;
American Society of Heating, Refrigeration and Air Conditioning
Engineers ANSI/ASHRAE 15 Safety Code for Mechanical Refrigeration;
American Society of Mechanical Engineers ASME Pressure Vessel Code;
National Electrical Code/National Fire Protection Association NFPA 70;
Underwriters Laboratories U.L. 1995 (200, 230, and 460-2-60); and
Canadian Standards Association. HERMETIC MOTOR COMPRESSOR: Maximum of
one compressor per refrigerant circuit. The compressors will be
accessible hermetic reciprocating type with all rotating parts
statically and dynamically balanced. The compressor will include
stainless steel, ring type suction and discharge valves and removable
cylinder liners. Motor cover and cylinder heads (with internal muffling
devises) will be removable. The compressor will have a force fed
lubrication system using a reversible positive-displacement type oil
pump. The crankshaft will be ductile (nodular) iron, drilled for
positive oil distribution, with integral counter-weights for balancing.
The main bearings will be the insert type, steel backed babbitt and the
thrust bearing will be bronze. The compressor will also include a
suction strainer, oil strainer, crankcase oil sight glasses, crankcase
oil heater, and back seating seal-cap type suction and discharge stop
valves. The compressors will be mounted on isolators. The hermetic
motor will be high torque, part winding start, 1750 rpm, 60 HZ or 1470
rpm, 50 Hz refrigerant gas-cooled and will be equipped with internal
temperature sensing overtemp protection in each phase. The rain-tight
motor terminal box will be located above the crankcase oil level.
CAPACITY CONTROL SYSTEM: The capacity control system will modulate
compressor capacity automatically by using solenoid actuated control
valves with high pressure oil. Unloading will be controlled by the
control center. EVAPORATOR: The evaporator will be a direct expansion
shell and tube type with refrigerant in the tubes and liquid to be
chilled in the shell. The design working pressure of the cooler shell
(liquid) side will be a minimum of 150 psig, and a minimum of 235 psig
for the tube (refrigerant) side. Refrigerant heads will be removable.
The cooler will be equipped with a heater cable, covered with 3/4"
flexible closed cell foam insulation (.025 max) for freeze up
protection to -20 degrees F ambient. The cooler will be constructed and
tested in accordance with ASME Code requirements. Vent and drain will
be included. The water connections will be fully accessible and grooved
to accept victaulic couplings. CONDENSER COILS: The condenser coils
will be constructed of seamless copper tubes, arranged in staggered
rows, mechanically expanded into aluminum fins and include an integral
subcooling section. The design working pressure of the condenser coil
will be a minimum of 450 psig. CONDENSER FANS AND MOTORS: The
condenser fans will be propeller type, providing vertical air
discharge. Fan blades will be statically and dynamically balanced,
protected above by PVC coated fan blade guards (50-90 ton model will
have zinc dichromate coating with lacquer overcoat). REFRIGERANT
CIRCUITS: The unit will contain two separate refrigerant circuits and
each will be constructed of ACR copper tubing and brazed joints, and
will include: shut off valve with charging connection, liquid sight
glass with moisture indicator, direct acting maximum operating pressure
thermal expansion valve, solenoid valve and filter-drier. The entire
suction line and liquid line between the expansion valve and the cooler
will be insulated with flexible closed cell insulation. POWER PANEL:
The power panel will contain the compressor power terminals, general
purpose compressor motor starting contactor, current transformer
sensing for each compressor power source, for protection against under
voltage, over voltage, imbalanced voltage, single phasing compressor
stall and voltage spikes, fan contactors with overload current
protection and control power supply terminal strip with fuse protection
for 115-1-50/60. DISCONNECT SWITCH: A factory mounted unit disconnect
switch with external handle (in compliance with Article 440-12 of NEC)
shall be supplied to isolate unit from power voltage for servicing.
FLOW SWITCH: NEMA 4x switch (150 psig DWP), -20 degree Fahrenheit to
250 degrees Fahrenheit with 1" NPT connection for up-right mounting in
horizontal pipe. VIBRATION ISOLATION: Vibration isolators shall be
provided for field mounting. Isolators will be level adjusting spring
type with 1" deflection. DELIVERY: Delivery must be made within thirty
(30) calendar days from contract award. Delivery and acceptance will
be F.O.B. Destination at the Federal Correctional Institution, Central
Warehouse, Building 5755, Hartford Road, Fort Dix, New Jersey.
WARRANTY: In addition to implied warranties as provided for elsewhere
in this solicitation, the quoter shall also provide to the Government
at least the same warranty terms, including offers of extended
warranties, offered to the general public in customary commercial
practice. The warranty period will begin upon delivery to the place
hereinbefore designated. PROVISIONS/CLAUSES: FAR provision 52.212-1,
Instructions to Offerors -- Commercial, is hereby incorporated by
reference. The following are addenda to FAR provision 52.212-1: (1)
Paragraph (e), Multiple Offers, has been determined to be inapplicable
for the purpose of this requirement and is hereby removed in its
entirety. (2) Evaluation Factors For Award: Quoters are hereby notified
that the Government may make an award without prior discussions. The
Government will award a contract resulting from this solicitation to
the responsible quoter whose quote conforming to the solicitation will
be most advantageous to the Government, based on price only. (3) The
following FAR provisions are hereby incorporated by reference:
52.204-6, Contractor Identification Number -- Data Universal Numbering
System (DUNS) Number; 52.215-11, Authorized Negotiators; and,
52.215-18, Facsimile Proposals. FAR provision 52.212-3, Offeror
Representations and Certifications -- Commercial Items, shall be
completed and submitted with the quote. FAR clause 52.212-4, Contract
Terms and Conditions -- Commercial Items, is hereby incorporated by
reference. The following are addenda to FAR clause 52.212-4: The
following FAR clauses are hereby incorporated by reference: 52.225-11,
Restrictions on Certain Foreign Purchases; and, 52.247-34, F.O.B.
Destination. FAR clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
is applicable to this acquisition and hereby incorporates the following
FAR clauses by reference: 52.222-26, Equal Opportunity (E.O. 11246);
