The Bureau of Indian Affairs, Albuquerque Area Office, Branch of Regional Water Rights Protection is seeking qualified Indian Economic Enterprises for well drilling services, to include, but not limited to, well construction, well reconstruction, development, well head completion, daily logs, driller's reports for each site, test pumping, pump repairs, furnishing and installation of well monitoring equipment and related supplies for groundwater observation, monitoring, production and exploratory wells. All exploratory sites are in New Mexico, Arizona or Southern Colorado. Bore holes will be of no required minimum depth but varying to maximum depth of 2500'. Bore hole diameters will be a minimum of 6 5/8" to a maximum of 30". Specifically, 6 5/8", 7 7/8", 8 3/4", 9 7/8" and 12 1/4" diameter bore holes may be drilled to 2500' bgl (below ground level). Also, 15" 17 1/2" and 20" bores may go to depths of 2000' bgl and 24", 26" and 30" bores may go to depths of 1000'. Several drilling methods may be required as there are a variety of locations requiring exploration. Drilling methods that are acceptable include, but are not limited to, regular mud or air rotary, reverse circulation mud rotary, percussion air-hammer rotary, augered and casing driven. Auger operations will require all contractor personnel having been certified in the 40-Hour Hazardous Materials Handling course certified by the Environmental Protection Agency (EPA). Some of the auger sites may require angled bores drilled under or near existing underground storage tanks. This requirement is being offered as a Buy Indian set-aside between the ranges of $250,000 to $500,000, SIC Code 1781. The Bureau anticipates awarding one contract to conduct various projects under Task Orders. Duration of the contract will be for one year with five option years. Inquires will be accepted fifteen (15) calendar days from the date of this announcement, and must be prepared to demonstrate the business as 51% Indian-owned and controlled.
