C -- CARR RECLAMATION PROJECT, ST. CHARLES, SAGINAW COUNTY, MICHIGAN POC Brian J. Luzik The Office of Surface Mining is soliciting services to locate by ground survey methods and investigate the conditions of the shafts which serviced five coal mines near the Village of St. Charles, Saginaw County, Michigan. A/E services are required for surveying, planning, and engineering studies. The contractor shall research each mine shaft in order to determine the location of all shafts. The shafts shall be located in the field by standard ground survey techniques. Once located, the contractor shall conduct a drilling investigation of the shafts to determine the condition of the shaft lining, any caps or false bottoms, and the extent and condition of any backfill material present in the shafts. If a shaft is judged to be in an unstable condition by OSM, the contractor shall survey to generate a site plan for the mine site. A final report shall be prepared for each mine site. A detailed site plan shall be provided for those sites requested by OSM> The project consists of five separate mine sites located in and around the Village of St. Charles, Saginaw County, Michigan. There are at least two shafts associated with each mine site. Estimated Construction cost range -- $50,000 to $100,000. Selection of the A/E firm will be based on the following factors which are listed in relative order of importance: 1) Professional qualifications necessary tor satisfactory performance of required services: Experience and expertise in the discipline of surveying, engineering analysis, and geotechnical investigation in the Saginaw County area. The selected firm must have services of a reqistered professional engineer and a licensed land surveyor. Resumes (block 7 of the SF 255) must be submitted for these disciplines, including consultants. In addition, resumes of all individuals which will be directly involved with the project management shall be submitted. The contractor must have the ability to provide drilling services either directly or by subcontract. 2) Geographic location: The contractor shall be rated as to their knowledge of the area, its terrain and the types of recent projects in the area. The contractor shall provide the location of the principal operating office and any other offices that will be used to provide services for the work. 3) Specialized experience and technical competence in the type of work required: Experience with coal mining related problems in the Saginaw area. 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5) Capacity to accomplish the work in the required time. Firms must submit a copy of their SF254 and SF 255, and a copy of each subcontractor's SF254 and SF255. These forms must be received in the Office of Surface Mining, Three Parkway Center, Pittsburgh, Pa 15220. no later than close of business on the 30th day after the date of this notice in the Commerce Business Dailey. If the 30th day is a Saturday, Sunday, or Federal Holiday, the deadline is the close of business ofthe next business day. In block 10 of the SF 255 provide the design management plan and organization chart for the proposed team and the names and telephone numbers of clients as referenced on recent land restoration or geotechnical projects.
