Sonenthal, 410-962-7646 CONTRACT INFORMATION: a. Architect-engineer
services are required for preparation of the Facility Design, Related
Studies, and Support During Construction) of BARRACKS REHAB, BUILDING
248 at FORT MYER, VA. The estimated AE fee is in the range of
$500K-$1M. Approximate project start is scheduled for 1 AUGUST 1997
with a completion date of 1 AUGUST 1998. b. SUBCONTRACTING INFORMATION:
If the selected firm is a large business concern, a subcontracting plan
with the final fee proposal will be required, consistent with Section
806 (b) of PL 100-180, PL 95-507, and 99-661. A minimum of 25% of the
total planned subcontracting dollars shall be placed with small
business concerns. At least 5% of total planned subcontracting dollars
shall be placed with small disadvantaged businesses, including
Historically Black Colleges and University or Minority Institutions,
and 5% with women-owned small businesses. The plan is not required with
this submittal. c. The type of contract proposed is Fixed-Fee. 2.
PROJECT INFORMATION a. In general terms, the project is to modernize
and convert all floors of an existing historic (Category II) barracks
to provide housing for unaccompanied enlisted personnel meeting the
current Army barracks standard to include living/sleeping rooms,
semi-private baths, walk-in closets, storage, arms room, and company
operations. Work includes removal of interior non-loading partitions;
electric, water, sewage, & heating, ventilation and air conditioning
distribution systems. Work also includes installing utility
distribution systems; basement renovation; attic upgrade to provide an
area for special training and storage of ceremonial uniforms in
support of the unit's ceremonial mission; cable television and
information systems; heat & smoke detection systems; exterior windows
& doors repaired/replaced; and removal & disposal of lead paint &
asbestos. Interior & exterior historic features are to be retained
requiring intensive coordination with NCPC, CFA, & VA-SHPO. An
intrusion detection system (IDS) is to be installed in the arms room.
Seismic upgrades will be required. Air conditioning requirement is 142
tons. Design is to be in metric units. The estimated construction
value is in the range of $5M-$10M. Completed documents shall include
detailed construction plans, specifications, design analysis, estimate
of construction cost, and related administrative data. b. The AE firm
selected shall provide the final design products in the following CADD
format: MICROSTATION P.C. 4.0. The design is not required to be
performed using a specific CADD system. However, the AE will be
required to provide any digitizing and/or translation services
necessary to deliver the final design products in the aforementioned
CADD format. 3. SELECTION CRITERIA: The criteria for selection in
descending order of importance will be: (1) Specialized experience and
technical competence of the firm and consultants in renovation of
historical buildings. (2). Specialized experience in seismic upgrading
of existing buildings (3) Specialized experience in lead paint and
asbestos investigations and testing. (4) Experience in submissions to
NCPC (National Capital Planning Commission), Commission of Fine Arts
(CFA) and Commonwealth of Virginia Preservation Office (VA-SHPO). 4.
SUBMISSION REQUIREMENTS: Firms desiring consideration shall submit
appropriate data as described in Numbered Note 24. Firms desiring
consideration must submit both a SF 254 and 255 for each of the prime,
joint venture(s) and/or consultant(s). SF 254's must be submitted for
the prime and for each consultant. SF 254's are not retained on file
in the Baltimore District. SF 254 and 255 shall clearly indicate the
staffing of the office indicated to do the work. In SF 255, block 3b,
provide the firm's ACASS (Architect-Engineer Contract Administrations
support System) number. If your firm does not have an ACASS number, it
can be obtained from he Portland District Corps of Engineers ACASS
database section by calling 503-326-3459. Telephone interviews willbe
conducted with the firms that are short-listed (generally 3 or 4
firms). Solicitation packages are not provided. Responses to this
announcement received within 30 days from the date of this issue will
