Environmental Protection Agency has a requirement for the development
of guidance materials related to air pollutant emission inventories and
in the maintenance of a database to document national trends in air
pollutant emissions. The successful contractor shall 1) prepare
guidance documents and technical reports for inventorying stationary
and area sources of criteria and toxic air pollutant emissions, 2)
maintain the database and updates of the air pollutant emissions data
in order to document changes in national air pollutant emissions.
Specific qualifications desired include: 1) understanding of the
requirements and milestones of the Clean Air Act, as amended in 1990,
for development of air pollutant emission inventories; 2) experience
with development of air pollutant emission inventories for criteria and
toxic air pollutants; 3) experience with development and maintenance of
software/databases for air pollutant data; 4) familiarity with
statistical approaches to evaluating and quality assuring emission
inventory data; 5) experience in report preparation and developing
graphical displays and 60 demonstrated technical writing and editing
ability. EPA anticipates the award of a cost-plus-fixed-fee level of
effort type contract for a total of 114,875 labor hours consisting of
a base requirement of 22,975 labor hours. In addition, the contract
will allow for four twelve-month options for 22,975 labor hours each.
SIC No. 8748 applies; size standard of $5M in average annual receipts
over the last three years. This requirement is a partial follow-on to
Contract numbers 68D20160 with Eastern Research Group, 68D30001 with
Pacific Environmental Services and 68D20159 with Midwest Research
Institute, which all expire on September 30, 1997. It is estimated that
the RFP will be issued approximately 5/02/97 as a 100% small business
set-aside. Proposals will be due thirty (30) days after the RFP
issuance date. The solicitation and amendments will be available via
the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms
are encouraged to access the solicitation and amendments via Internet.
If you will be obtaining a copy of the solicitation via Internet, it
will be your responsibility to frequently check the same site where the
solicitation is posted for any amendments. However, firms who do not
have the capability to obtain the solicitation from Internet, may
submit a written request for a diskette with the solicitation in
WordPerfect 6.1 format from the contact point at the address above. If
you request a diskette of the solicitation, you will receive
amendments by mail, unless you notify us otherwise. Telephone and fax
requests will not be honored. Only one copy shall be sent to a
corporate entity, regardless of the number of requests from one or more
different geographic locations. A copy of the preliminary source list
will be issued to all prospective offerors along with the solicitation.
All responsible sources may submit a proposal which shall be considered
