PROGRAM DESCRIPTION AND OBJECTIVES: The MIDS-LVT program is an
on-going joint international program established to develop and produce
tactical information system terminals that are smaller, lighter, fully
compatible with, and as capable as Joint Tactical Information
Distribution System Class 2 terminals. This will provide a joint and
allied interoperable Link-16 tactical digital data and voice
communications link among air, ground, surface, and subsurface
platforms. The reduced size, cost, and improved reliability of MIDS-LVT
will make it advantageous for use in numerous air, maritime, and ground
applications. The Government s objective in production readiness is to
reach a state of preparedness for multiple vendors to enter production
and initiate MIDS-LVT delivery at moderate production rates within 15
months of a fixed priced production contract award. The initial
production contracts are expected to be awarded in calendar year 1999
with an estimated US production potential of between 2000 and 4000
units. Additional quantities will be necessary for nations adopting
Tactical Digital Information Link J (Link-16). MIDS PRODUCTION LIBRARY:
A MIDS production library is now available at the NCCOSC Navy Research
Development Test and Evaluation Division (NRaD) -- Point Loma in San
Diego, CA. Detailed instructions for accessing the library are also
available at the SPAWAR web site. PRODUCTION READINESS: It is desired
that the production readiness efforts be divided into multiple, well
defined phases with discrete milestone and exit criteria for each
phase. As an example, such phases might include an 1) Architecture
Review Phase, 2) an Engineering Review & Technology Assessment Phase,
and 3) a Producibility/ Manufacturing Assessment Phase. Phases should
be tailored by the participant to meet its individual needs to achieve
the production readiness objectives. Life cycle support planning and
development will also be addressed during each of these phases. The
government recognizes that the scope, and schedule for completion of
each phase may be different for each participant. Each phase will be
executed, measured, and passed in accordance with a Performance Plan
and a Certification Process Plan, both of which are to be submitted by
the offeror in its production readiness proposal. PROPOSAL
REQUIREMENTS: Offerors may submit proposals spanning a period of 15
months. A draft Industry Information Package (IIP) regarding the
MIDS-LVT Production Readiness will be placed on the SPAWAR World Wide
Web site: http://bbs.spawar.navy.mil by 4 April 1997 (procedures for
accessing: Click on Procurement, then on SPAWAR, then on draft, and
then on midsiip.zip). If an industry feedback meeting is desired, it
must be scheduled with Mr. Charles Nurse not later than 14 April for
discussions to take place from 21 April through 25 April 1997 in San
Diego, CA. Potential offerors should schedule meetings with Mr. Charles
