(ESC JTF SETA) BRIDGE POC Stephen L. Smith, Contracting Officer,
617-377-6789. The Electronic Systems Center (ESC), Air Force Materiel
Command (AFMC), intends to award on a Sole Source basis a bridge
follow-on contract to the incumbent Horizons Technology, Inc.,700
Technology Park Drive, Billerica, MA 01821 to continue minimum base
wide requirement SETA services until the competitive award of the
Research and Development Advisory and Assistance Services (RDAAS)
contract(s) tentatively scheduled for December 1997. Currently, HTI
provides this highly specialized SETA assistance to ESC programs for
the conduct of Test and Evaluation (T&E). All requirements for JTF SETA
services arising after the period of performance for the current
contract will be included under the RDAAS contract. An additional $3.0M
and 56,000 labor hours are to be added to the contract ceiling of
effort to continue existing contractor work under current delivery
orders from the time of the current ordering period end date (97MAY16)
until the end date of the period of performance of the contract
(98MAR04). The additional level of effort proposed to be acquired for
the contractor is for only the minimum essential support for
continuation of on-going delivery orders. The authority for this plan
of action is 10 U.S.C. 2304(d)(1)(B) (FAR 6.302-1(a)(2)(iii), only one
qualified source and no other type of supply or service will satisfy
agency requirements. Considering the immediate need for services and
the abbreviated contract period, award of this interim T&E service
requirement to a source other than HTI would result in a substantial
duplication of cost to the Government that is not expected to be
recovered through competition, and unacceptable delays in fulfilling
the agency's requirements. In order for any contractor other than HTI
to be considered for this effort, they must display evidence or
information that they can successfully meet the following requirements:
Provide technical research, advanced development, and test personnel to
promote the advanced development of C41 systems, possess a thorough
knowledge of test and evaluation processes, assist the Government in
demonstrating selected developmental technologies and capabilities to
meet user requirements and establish new installation
techniques/procedures, accomplish prototyping for accomplishing
software performance evaluations, perform technical studies,
investigations, and/or analyses to develop future systems concepts,
track technology developments, formulate applications and define
technology/systems shortfalls, world-wide deployments, required skills
vary but are most critical is test, software, and computer scientist
positions and prior test experience with radar processes, security
systems, radar data analysis, radar data reduction and development of
analysis computer software programs required. In addition to providing
the technical requirements, a contractor must demonstrate that all
program and technical requirements would be available by 97MAY16, to
ensure non-interruption of critical service. All qualification packages
