The International Narcotics and Law Enforcement Bureau of the U.S. Dept. of State is requesting quotations for Special purpose clothing (Uniforms for the Peruvian National Police), 1000 sets (one long sleeve shirt and one pair of trousers per set) similar to a U.S. Army Battle Uniform in style and design. The cloth must be of Poly/Cotton Rip-Stop, to minimize run-on ripping, 50% Cotton and 50% polyester. The color must be "Bluish-Green", and a sample will be provided upon request. Color change is unacceptable. Quotations are also requested for 1000 olive drab undershirts in various sizes and 2000 pairs of olive green tube socks, and 1000 Bluish-green uniform caps (adjustable). IMPORTANT: Vendors must contact Ruth L. Porter, Contracting Officer, Tel: (202) 776-8720 and request a sample material swatch and a copy of the drawings and pictures of the uniforms and other articles of clothing. Requests for this information and fabric sample can also be sent by telefax to the attention of the Contracting Officer at FAX (202) 776-8775. Delivery of the complete order must be made by August 31, 1997. Partial shipments/deliveries are unacceptable. The Government will make an award to the responsible Offeror(s) whose offer conforms to the solicitation (available upon request), and is most advantageous to the Government (i.e., that which represents the best value to the Government), cost or price and other factors including time period required for delivery considered. (Note that the maximum time period for delivery will be until August 31, 1997, but a shorter time period for delivery, if it could be provided to the Government by a Vendor, would be considered more advantageous to the Government). The combined relative merit of the technical evaluation factors listed above will be more significant than cost or price in the selection of the contractor. While the cost or price factor has no numerical weight, it is a criterion in the overall evaluation of quotations. Furthermore, the proposed cost or price must be considered reasonable and must reflect the proposed style, design, and fabric content and color requirements of the special purpose clothing. The Government may award a contract to other than the lowest priced offer. In the event that two or more offers are considered technically equivalent, then the evaluated delivery time required and the evaluated cost or price will be of primary importance in determining the proposal most advantageous to the Government.
