THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION DOCUMENT; PROPOSALS ARE BEING REQUESTED AND A SOLICITATION BOOKLET WILL NOT BE ISSUED. Solicitation CNP-84389-JR-29 is issued as a Request for Proposals (RFP). The solicitation document, and incorporated clauses and provisions are those in effect through Federal Adquisition circular 90-32. Offerors shall provide unit price, extended amount and total cubic measurements (in cubic feet) for the following item: EMD Generator, Complete, Model AB21-24, serial number 85A1-1032, with the following characteristics: A. 900 RPM B. Electrical Rating: 2865 Kw, 0.8 pf, 3 ph, 60 Hz, 2400/4160 V. C. Temperature Rise: 105 C by resistance over 40 C ambient. D. Continuous Duty. E. Class "F" VPI insulation. F. Dripproof enclosure. G. Single spherical roller, insulated bearings. H. RTD's: Two per phase (100 ohm platinum) I. Accessories: space heaters: 120 V, single phase. J. Standard Commercial Testing. K. Brushless Rotating Exciter. L. Drive Engine 12-645-E8. Quantity: 1 (one) ea. Five (5) copies of test reports and instruction and service manuals in Spanish and English are required with delivery of the Generator. FAILURE TO FURNISH TOTAL CUBIC MEASUREMENTS (IN CUBIC FEET) MAY CAUSE REJECTION OF YOUR OFFER. The EMD Generator called for in this CBD synopsis/solicitation as item 1, has been identified as an EMD BRAND NAME. Offerors quoting on an equal product WILL NOT BE CONSIDERED FOR AWARD. Delivery: Within one-hundred and eighty (180) days F.O.B. destination New Orleans, LA, Panama Canal Commission, 1930 Japonica St., New Orleans, LA or within two-hundred and ten (210) days CIF/FOB destination Panama Canal Commission, Industrial Division, Dry Dock, (Mount Hope) Cristobal, Colon, Republic of Panama, attn: Phil Bonk, after receipt of notice of award. A differential will be applied to Offers quoted on F.O.B. destination New Orleans, versus those quoted C.I.F/F.O.B. destination Panama, for comparative evaluation. FAILURE TO PROVIDE DELIVERY TERM SELECTED MAY CAUSE REJECTION OF YOUR OFFER. The following Clauses and Provisions apply to this acquisition: Provision 52.212-1, Instructions to Offerors -- Commercial Items (Oct. 1995) with the exception of subparagraphs (d), (g) and (h); Provision 52.212-2 Evaluation Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The following factors shall be used to evaluate offers. 1.Past Performance. Offerors shall submit information concerning compliance with delivery requirements for similar items furnished to customers during the past three (3) years: Name, address, telephone number, point of contact, total dollar amount of contract. 2. Delivery, The Panama Canal Commission requires delivery, as indicated above, however, faster delivery will be more favorably considered in the evaluation. 3. Price is an important factor, however, past performance and delivery, when combined, are as important as price; therefore, the Commission reserves the right to award the contract to a firm whose offer is not the lowest in price.
