OFFICER: Michael Yort (405)734-9399 The 38 LS/LGCVO, Contracting
Flight, has a requirement for nonpersonal services for operations,
maintenance and recurring support services of the Base
Telecommunications System at Charleston AFB SC. The proposed contract
is for a base year and four option periods totaling approximately 60
months. The system consists of a Nortel MSL-100 Supernode Switching
System with BCS-33 software (Dial Central Office). Switch is equipped
with 4106 lines, 187 analog trunks, 48 digital trunk interfaces and
wired for 6144 lines. Includes main distribution frame, inside cable
plant, ancillary equipment, and customer premise equipment. There are
both commercial and DSN trunks, Also includes Command Post AVTEC
system, and hospital Meridian 1 with software Release 20, Option 61C
equipped with 512 digital lines and 64 analog (500/2500) lines with
message waiting lamp features. Meridian 1 has 8 universal trunks and
interfaces with a paging system. Foreign participation is permitted
only at the subcontractor level. Copies of the solicitation will be
provided to foreign firms only in order that they may pursue
subcontracting opportunities. All responsible domestic offerors may
submit proposals. Sources responding to this synopsis must indicate, in
writing, whether they are large or small, disadvantaged or a
women-owned business. For this acquisition, a concern will be
considered small under SIC 7378 with size standard of $18,000,000.00.
Based upon market research, the Government is not using the policies
contained in Part 12, Acquisition of Commercial Items, in this
solicitation for the described supplies or services. However,
interested persons may identify to the contracting officer their
interest and capability to satisfy the Government's requirement with a
commercial item within 15 days of this notice. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
process. Interested parties are invited to call Colonel Lee H. Hughes,

be contacted with issues or problems that have previously been brought
to the attention of the program manager and/or the contracting officer
and could not be satisfactorily resolved at that level. Only companies
who provide all required information stated above will receive a copy
of this solicitation. No telephone requests can be accepted. The date
for issuance of this solicitation is on or about 22 Apr 97. An
