Department of Energy (DOE) Office of Engineering and Technology
Development (OETD) has a requirement for highly specialized technical
and engineering support services to assist the OETD in product
acceptance, quality assurance, reliability assurance, operation
analysis, and non-destructive examination of radioisotope power and
heater systems (RPSs) for space and terrestrial applications. These
efforts will encompass the design (i.e., preliminary design to final
design), procurement, fabrication, assembly, testing, and operation of
research and development plus the operations analysis focused on
"factory to flight" with emphasis on safety and safeguards of the
special nuclear materials and reliability of operations. The various
RPSs addressed in the planned contract's statement of work include, but
are not limited to: (1) Advanced RPS Programs; (2) High Power Generator
(MOD 3); (3) Advanced 50-100 Watt RPS; (4) Advanced Low Power RPS; (5)
Light Weight Radioisotopic Heater Units (LWRHUs); and, (6) General
Purpose Heat Source Radioisotope Thermoelectric Generators (GPHSs). The
planned contract is a follow-on effort to Contract Number
DE-AC01-92NE32166 with Westinghouse Electric Corporation, Pittsburgh,
Pennsylvania. A single award via unrestricted, full and open
competition is planned for the follow-on effort. A cost-plus-fixed-fee,
term, level-of-effort contract is anticipated. The planned period of
performance is a three-year base period plus two one-year options. The
solicitation is expected to be issued on or about May 7, 1997. The
solicitation and any amendments will be available for electronic
downloading from the Internet at http://www.pr.doe.gov/solicit.html.
Technical assistance for problems with downloading from the Internet
may be obtained from Ms. Barbara Jedrey, DOE, at (202) 426-0114. Paper
copies of the solicitation will not be available. However, if an
interested party lacks the means to electronically download the
solicitation from the Internet, that party shall send a written
request, specifying Solicitation Number DE-RP01-97NE21493 to the
Document Control Specialist at the above address for a diskette copy of
the solicitation. The requestor must also provide a self-addressed,
stamped envelope, suitable for mailing through the U.S. Postal Service,
plus a MS-DOS formatted, high density, 3-1/2 inch, virus-free diskette,
which is suitable for the downloading. Any requestor wishing a
diskette, but lacking either the above-described request, appropriate
envelope, or suitable diskette, will not receive a copy of the
solicitation. Important -- contractors listed on the DOE's bidders
mailing list under any Standard Industrial Classification (SIC) Code
(i.e., not just SIC Code 8731) will not automatically receive an
electronic copy of the solicitation and any amendments. All offerors
interested in being notified when the actual solicitation and any
related amendments are released should send an e-mail address or fax
number to the Contract Specialist listed in the notice. The message
should include your name, company name, company address, e-mail
address, fax number, and Solicitation Number DE-RP01-97NE21493. The
Contract Specialist will transmit messages only by e-mail or by fax to
all interested parties when the solicitation is actually released.
Notification of any amendments will only be transmitted to those
prospective offerors who actually forward an intent to submit an offer
to the Document Control Specialist. It is the exclusive responsibility
of each prospective offeror to forward to the Document Control
Specialist an intent to submit an offer. Without such notification, a
prospective offeror may not be informed when amendments and other
solicitation related information are posted. Prior to submission of an
offer, the prospective offeror is still required to check the
aforementioned Internet address to verify any change via amendment to
