plans to issue a Request for Proposal (RFP) for for a competitive
follow-on procurement for its Socioeconomic Data and Applications
Center (SEDAC). The mission of SEDAC encompasses two areas of equal
priority: development and consequent operation of applications which
support the user community and improvement of the exchange of data and
information between Earth scientists and socioeconomic data users. The
mission will be carried out through the following tasks: (1) data
acquisition and applications development, (2) information gateway
services, (3) operations and maintenance, and (4) user services. The
Draft RFP will be released in sections. The first release will be of
the draft Statement of Work. Potential offerors are requested to review
this document and provide comments no later than May 19, 1997. The
SEDAC User Working Group meeting in April 1997 will also discuss the
draft Statement of Work and provide NASA with feedback. See Numbered
Note 26. The anticipated release date of this RFPis on or about July
15, 1997 with an anticipated proposal due date of on or about September
2, 1997. All responsible sources may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed -- See Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in ASCII
or RTF format and will reside on a World-Wide Web (WWW) server, which
may be accessed using a WWW browser application. The WWW address, or
URL, of the NASA/GSFC Business Opportunities page is
http://procurement.nasa.gov/EPS/GSFC/class.html. Prospective offerors
shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the
solicitation and amendments (if any). Potential offerors will be
responsible for downloading their own copy of the solicitation and
amendments (if any). Hard copies may be obtained from the identified
point of contact; however, the closing date forthe hard copy received
shall be the same as the solicitation, inclusive of any amendments,
