(301)443-2696 The National Institute of Mental Health (NIMH) intends to
negotiate a five (5) year cost reimbursement type contract with the
Research Foundation for Mental Hygiene (RFMH), New York State
Psychiatric Institute (NYSPI) for the development of the Computer
Assitsed NIMH Diagnostic Interview Schedule for Children (C-DISC). The
development of the C-DISC has been supported through contract with the
RFMH, NYSPI. The current version, DISC-4 ascertains psychiatric
diagnoses for timeframes of 1-month, 1-year, and ever in lifetime. The
DISC-4 includes parallel versions for parent and child and provides
diagnoses according to DSM-IV and ICD-10 diagnostic criteria. The
DISC-4 is designed for administration by trained lay interviewers. Due
to the coplexity of the inverview and the intricacy of the skip
patterns, computer assisted interview techniques have been found to
greatly enhance the accuracy of both the interview and data entry
procedures. Developmental work on a computer assisted DISC (C-DISC) has
been ca rried out by the C-DIS Management Group, Inc., Ottawa, Canada,
under the direction of Author Blouin, Ph.D. and resulted in the CAPI
DISC-4 in English and Spanish. The C-DISC program codes were developed
and are owned by the C-DIS Management Group and are necessary for
future development of the instrument. Demand for the C-DISC is
increasing from DHHS research investigators making it essential the
NIMH provide for the distribution of the instrument to grantees at
reasonable prices. A primary objective of this contract is to conserve
DHHS research funds by ensuring a reasonable price structure for a
license and C-DISC disketts, distributuion, and technical support
services. The contractor will also provide NIMH with copies of the
C-DISC for intrumural research puroposes, at no charge, and a liscense
to use the programming source codes. Since 23 funded research studies
are waiting to use the C-DISC with more requests anticipated during
the next three months, it is essential that contract activities begin
immediately upon award, which is projected to be made on or about June
30, 1997. The contractor shall provide the following under this
contract: 1a. the generic parent and child 12-month C-DISC in English
and Spanish, a license for all programming source codes used in
developing the C- DISC, and all documentation; 1b. the completed
DSM-IIIR version of the C-DISC (NIMH DISC 2.3.) in English and French;
and 1c. the Windows version of the generic C-DISC in English a nd
Spanish and access to all source codes and documentation required for
this development; 2. The contractor shall maintain and update the
generic C-DISC and Windows version, and produce and distribute these to
DHHS supported researchers reasonable fee; and 3. develop derivative
versions of the C-DISC and manuals, update and maintain them, and
distribute these derivative versions to DHHS supported researchers for
a reasonable fee. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR

servicesfor which the Government intends to solicit and negotiate with
only one source under authority of FAR 6.302. Interested parties may
identify thier interest and capability to respond to the requirment or
submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received within
forty-five days (thirty days if award is issued under an existing basic
ordering agreement) after date of publication of this s ynopsis will be
considered by the government. A determination by the government not to
compete this proposed contract based upon responses to this notice is
soley within the discretion of the government. Information recieved
will normally be considered solely for the purpose of determining
