dnm@inel.gov. Lockheed Martin Idaho Technologies Company (LMITCO), the
U.S. Department of Energy (DOE) management and operating contractor
for the Idaho National Engineering and Environmental Laboratory
(INEEL), is seeking interested parties for a build-to-suit and lease
back arrangement of a facility at the INEEL approximately 50 miles west
of Idaho Falls, Idaho. The facility will be designed to perform waste
stream treatability study level test programs on developing or existing
technologies at the bench, engineering and pilot scale for
nonradioactive hazardous and radioactive hazardous waste or materials.
The approximately 55,000 square foot test lab with a design life of 25
years will provide: 1) capabilities to receive, stage and open
radioactive or hazardous packaging, 2) controlled areas for performing
parallel and concurrent environmental management and related studies
or demonstrations at bench, engineering and pilot scales, 3)
non-destructive examination of wastes or materials, 4) controlled
process offgas handling, 5) controlled event testing, and 6)
capabilities for electronics, light machining and welding support
services, among other capabilities.Construction is planned to start in
GFY98 and finish in GFY00, dependent upon funding arrangements. The
successful offeror shall provide design and specifications from a
performance specification. Parties are sought who possess expertise in
the design and construction of facilities to handle radioactive or
hazardous materials, and who have innovative/flexible financing
sources. Flexibility is required to accommodate short/long lease terms
(2 to 25 years), purchase options, and lease-to-own arrangements.
Interested parties shall respond within 30 days of publication of this
notice, by providing an expression of interest, to include a brief
description of the representing firm's capabilities, resources, and
examples of successful and innovative lease projects. After parties are
identified, a further market identification/assessment may be pursued
through individualcontact for input, and/or a pre-solicitation meeting
for interested/capable parties to exchange information and ideas to be
considered prior to the release of a Solicitation For Offers (SFO).
Following the SFO, a pre-proposal conference is also planned. Submittal
of an expression of interest does not assure that an SFO will be
requested from you. This market survey effort shall not be construed in
any manner to obligate the United States Government or LMITCO for costs
incurred by any party in support of this action; nor does it obligate
the United States Government or LMITCO to follow through with an
