announcement serves as notice to all potential offerors that the
Phillips Laboratory Operational Contracting Division/PKCC, Kirtland
AFB, NM anticipates the release of a Request for Proposals (RFP)
F29650-97-R0037, on or about 24 Apr 97, for performance of Base Supply
Services at Kirtland Air Force Base, New Mexico. Offerors will be
provided a minimum of 30 days to respond to the solicitation. Firms
having already submitted a written request to receive the solicitation,
or having submitted a Statement of Capability package in response to
the Sources Sought Synopsis, are already on the mailing list need not
respond again. Based on responses to the sources sought synopsis
published 1 Aug 96, it has been determined that this acquisition will
be a 100% small business set-side competition. Contractual effort is
contemplated to be a one year basic effort with four 12-month option
periods, under a Firm Fixed Price (Completion) arrangement. A
Pre-proposal Conference in conjunction with a site visit is anticipated
to be scheduled within two weeks after issuance of the RFP. Offerors
will be notified via the CBD of the exact date, time, and location of
the Pre-proposal Conference and site visit. The Kirtland AFB Supply
Operation is part of the Air Force Standard Base Supply system as
defined in Air Force Manual (AFM) 23-110. Performance under any
resultant contract must be interface compatible with the AF Standard
Base Supply System. Services to be provided shall include the ordering,
receiving, storing, inventorying and distribution/delivery of various
supplies and equipment required in the overall operation of Kirtland
AFB, including (but not limited to) administrative supplies, furniture,
fixtures, test equipment, tools, computer equipment, and
aircraft/weapon systems parts and equipment. Services also include the
ordering, inventorying, receiving, storing, and distribution of
hazardous materials, including (but not limited to) paints, solvents,
acids, cylinder gases, glues, cryogenics, liquid and solid rocket
propellants, and ground and aviation fuels. Other responsibilities
include maintaining minimum customer requirement stock levels,
returning and reordering defective materials/supplies, and performing
mission immediate capability (MICAP) support for multiple weapon
systems. A Secret Clearance is required to handle Communications
Security (COMSEC) equipment and other classified items. Potential
offerors are advised that a U.S. SECRET facility clearance will be
required prior to award of any resulting contract. These services are
currently being performed by the Government, and a cost comparison
under OMB Circular A-76 will be conducted to determine the most cost
effective mode of operation. A contract will not be awarded if
Government performance is determined to be more advantageous. The draft
Performance Work Statement (PWS) and draft Sections L and M of the
solicitation will be made available on the internet on or about 5 April
1997, on the Phillips Lab Home page http://www.plk.af.mil/. None of the
regulations, manuals, TO's or other publications referenced in the PWS
or RFP will be issued with the solicitation. Publications, including
Air Force (AF) and Department of Defense (DOD), may be obtained
verbally or in writing by contacting: National Technical Information

VA 22161-001, Phone: 703/487-4650. The processing time is from 2 to 3
weeks, therefore, offerors are cautioned to make these requests in a
timely manner. The proposal due date shall not be extended for this
purpose. Requesters will be charged accordingly for reproduction costs.
An Ombudsman has been appointed to hear concerns from potential
offerors or offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is to receive and communicate
serious concerns from potential offerors when established channels are
not used to address concerns during the proposal development phase of
this acquisition. Potential offerors should communicate first with the
Contracting Officer (Jack Bishop, PL/PKCC, 505/853-1106) to request
information, pose questions, and voice concerns before contacting the
Ombudsman. In those instances where potential offerors or offerors
cannot obtain resolution from the Contracting Officer, they are invited
