USCG Aircraft Repair and Supply Center, Elizabeth City NC intends to
solicit offers for Rework/or Modification of C-130 and HU25 TCAS
Components on an as required basis. This requirement will be issued as
a "Best Value" procurement utilizing commercial item procedures. The
following are the estimated requirements: NSN: 6340-01-HS1-0626, P/N:
066-50000-0108, Computer TCAS, est. qty 180 each; NSN:
6610-01-HS1-0629, P/N: 066-50001-0904, VSI TCAS, est. qty 180 each;
NSN: 6340-01-HS1-0627, P/N: 066-01143-0601, Trandsponder, est. qty 96
each; NSN: 6340-01-HS1-0628, P/N: 071-01480-0036, Control Mode S, est.
qty 19 each. Anticipate award of a contract with a base period from
date of award through 9/30/98 with options to renew on an annual basis
not to exceed (5) years total. The Coast Guard does not own nor can it
supply drawings or specifications for these items. All responsible
sources may submit an offer which shall be considered by the agency.
Offerors must be OEM certified or an approved Federal Aviation
Administration repair Station to be considered responsible. The
solicitation will be issued on or about 15 April 1997. Request for this
solicitation must be in writing. Telephone request will not be honored.

Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
