Welch, Contracting Officer, 202-366-4971 The Transportation Administrative Service Center (TASC) hereby amends solicitation number DTTS59-97-B-00201 (CBD announcement number SN037747 as amended by SN049920). The solicitation is changed from an Invitation for Bids to a Request for Proposals and is renumbered DTTS59-97-R-00005. Any reference to bidders is changed to offerors. All equipment proposed by offerors to satisfy the Government's requirements must be new material (i.e., no remanufactured or refurbished "used" equipment) and must be compatible with the Government's maximum floor space requirements of 250 square feet. The minimum performance requirements that must be addressed by the offeror's proposed technical solution is changed to 305 MIPS at award, 450 MIPS by eighteen months from award, and 780 MIPS by thirty-four months from award. Offers will be evaluated in accordance with FAR 52.212-2 based on technical and price factors with technical being more important than price. The technical factor to be evaluated will be the initial capacity and long-term capicity growth, including individual processor speed, of the offeror's proposed technical solution. Price will be evaluated based on total life cycle cost to include the cost of the thirty-six month lease for the base requirement, the costs of the thirty-six month leases for the optional requirements (offerors shall propose thirty-six month lease prices for each optional requirement and assume any options would be exercised within twenty-four months from award), and the Government's estimate of the increased software costs it will incur as a result of the proposed solution. Offerors may provide their own estimate or any input for the Government's consideration in applying its estimate. Alternate proposals are not allowed. The due date for proposals is changed to April 4, 1997 (the time and place remains unchanged). All other terms and conditions remain unchanged. (0086)
