Facsimile No. (202) 260-0855 The International Broadcasting Bureau
(IBB), Office of Engineering is seeking qualified bidders to design,
fabricate, and install a large exhibit in the second floor of its
headquarters building located at 330 Independence Ave, S.W, Washington,
D.C. (The International Broadcasting Bureau is part of the United
States Information Agency.) The new display will be vertically placed
against an existing wall in a primary hallway. It will be approximately
30 feet long, 9 feet high, and will be allowed to extend out from the
existing wall up to two feet. The display will include a large scale
map of the world(approximately 10 feet long by 6 feet high.). The map
will contain minimal detail, showing only basic land masses, country
political borders, and the location of each of IBB's fourteen radio
relay stations. The map will be equipped with push buttons and a fiber
optic display to show the location of relay stations, and the
broadcast radiation pattern from each as a pulsating ray of light. The
radiation patterns from each relay station will be provided by the
government for use by the vendor in designing the display. The display
will also include three separate 3D models of relay stations to be
furnished by the government but installed by the contractor, several
large scale photographs, a dynamic depiction of how satellites are used
to transmit our broadcast signals, and a display title. USIA intends to
issue a solicitation document (RFQ) for this negotiated
firm-fixed-price procurement in April 1997, with a proposal response
date of 30 calendar days after RFQ issuance. Pursuant to FAR
13.106-2(a) (1), vendors are hereby notified that the basis for award
will be price and other factors (e.g. experience working with fiber
optic displays (either in house, or through a subcontractor), past
performance on similar efforts, three contract references of similar
work). Qualified offerors may request a copy of the forthcoming
solicitation by submitting a written request to the USIA Contracting
Officer at the above-listedaddress. Please reference requisition number
JWIT-9701 on all correspondence regarding this notice. All responsible
sources may submit a proposal in response to the forthcoming
solicitation document, and all proposals shall be considered by the
