Office of Pesticide Programs (OPP) intends to issue a purchase order to
provide for QA support to State pesticide programs through a
Performance Evaluation (P-E) program, results from which will be
evaluated and reported to participating State laboratories. This
program is expected upon award and be completed by August 31, 1997. The
EPA/OPP will accept quotes from vendors who can demonstrate: 1)
Knowledge of current pesticide analytical methodology, analytical
quality assurance, and statistics; 2) An understanding of the
implementation and operation of a P-E program or exercise, including
assessment of laboratory capabilities and needs; 3) Experience in
preparing and verifying The EPA Office of Pesticide Programs (OPP)

of spiking standards and solutions, and in evaluating stability of the
analytes in solution over time; 4) Knowledge of and ability to evaluate
and report the analytical data and results from P-E exercises and to
prepare critiques of individual laboratory performance. Other related
work known to be included in this program involves two or three
pre-exercise on-site assessments, obtaining certified standards
materials, proper handling, storage, and shipment of pesticides
solutions, and serving as the focal point for communications from the
State laboratories concerning the P-E exercises. The Vendor's proposals
should specify relevant areas of this project which should be included
in the draft and final reports. Email the Contracts Specialist at
