acquisition is to purchase a three (3) day partnering workshop and four
(4), one (1) day follow-up workshop sessions to be conducted by a
qualified Partnering Facilitator that culminates with the creation and
the completion of a Partnering Agreement. At a minimum, the Partnering
Agreement must contain a Partnering Charter Mission Statement and a
Disputes Resolution Process. This Partnering Agreement will be created
in support of Contract Number DAAB07-96-C-A510, which was awarded to
Raytheon Electronics System of Marlborough, Massachusetts on 28 August
1996. This contract was awarded for the fabrication, integration, test
and delivery of Tri-Band Tactical Satellite Terminals Heavy HMMWV
Variant (T3(H)) for battlefield satellite terminal communications for
use at an echelon level of corps and above. The place of performance
for all Partnering Workshops will be Marlborough, Massachusetts. The
initial three (3) day Partnering Workshop shall be conducted on 10, 11
and 12 June 1997. The follow-up workshop session dates shall be
proposed by the offeror. The follow-up one (1) day workshop sessions
shall be scheduled and completed within one (1) year after the
completion date of the initial three (3) day workshop. All workshops
shall accommodate from twenty (20) to thirty (30) team members each
day. Each day of the workshop shall be at least eight (8) hours in
duration. The costs for the meeting room and meals during the workshop
sessions will be provided by Raytheon. An overhead slide projector,
VCR, television, four (4) paper flip-charts and four (4) easels will be
provided to the facilitator for use during the workshop. The
facilitator is responsible for obtaining all other audio, video
requirements. All training supplies such as workbooks, loose handouts
and video tapes are the responsibility of the facilitator. This is a
combined synopsis and or solicitation for commercial items prepared in
accordance with the format in FAR 12.6, as supplemented with the
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The request for quotation
(RFQ) number assigned to this acquisition is DAAB07-97-Q-A119.
Solicitation requirements and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45. Offerors
are requested to provide written quotes for Contract Line Items (CLINs)
0001AA and 0002AA. CLIN 0001AA is entitled "Three (3) Day Facilitated
Partnering Workshop." The quantity for CLIN 0001AA is one (1) Lot, one
lot consists of three (3) consecutive eight (8) hour sessions for a
total of twenty four (24) hours of instruction. CLIN 0002AA is entitled
"Follow-up Work Shop Sessions." The quantity for CLIN 0002AA is one (1)
Lot, one lot consists of four (4), one (1) day, eight (8) hour sessions
for a total of 32 hours of instruction. This acquisition is a 100
percent small business set-aside and competition will be limited to
those small businesses who can provide facilitated partnering workshop
sessions. Inspection and acceptance for CLIN 0001AA will be ten (10)
calendar days after the completion of the three (3) day workshop and
will be evidenced by the Contracting Officer's acceptance of the
Partnering Agreement (the actual document that includes the Partnering
Charter Mission Statement and the Disputes Resolution Process).
Inspection and acceptance for CLIN 0002AA will be ten (10) calendar
days after the completion of a follow-up workshop sessions and will be
evidenced by the Contracting Officer's acceptance of the revised
Partnering Agreement and or the Minutes of the follow-up session. The
Government reserves the right to reject offers that do not contain a
price for both CLINs. Award of this RFQ will be made on a basis of
"best value" to the government. Award will be made to the offeror who
best satisfies the unique services required under this RFQ at a price
that may be lower than or comparable to that of other offerors. Past
performance data submitted by each offeror will determine which offeror
best satisfies the Government's requirement. Offerors shall submit past
performance information on projects where they facilitated partnering
workshop(s) that resulted in the creation of a Partnering Agreement(s)
that contained a Dispute Resolution Process. For each project, the
offeror must submit current points of contacts to include name and
phone of the customer(s) that the offeror supported. Offerors are
advised that in conducting the past performance assessment, the
Government may use data provided in the offeror's proposal and data
obtained from other sources. Offerors are cautioned that the award of
this RFQ may not be made to the lowest priced offeror. Offerors are
advised of the applicability of the following FAR clauses and
provisions: 52.212-1, Instructions to Offerors -- Commercial; 52.212-3,
Offeror Representations and Certifications -- Commercial Items
(offerors shall include a completed copy of this provision with the
written quote); 52.212-4, Contract Terms and Conditions; and 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. Written quotes are due no later
