D -- SERVICES TO PROVIDE FOR THE DEVELOPMENT OF AN INFORMATION TECHNOLOGY (IT) TARGET TECHNICAL ARCHITECTURE DUE 040797 POC Thomas D. Harris, Contracting Officer, (202) 942-3112. The FDIC is seeking sources to indicate interest in providing services for the development of an information technology (IT) target technical architecture, which will be used for planning, standardizing and managing FDIC's technical infrastructure. This is not a request for competitive proposals. The purpose of this notice is to develop a list of qualified firms who can provide this service. Companies are invited to submit a conceptual approach to accomplish FDIC's goals, and to provide complete information discussing the following qualifications and experiences: (1) Experience in the development of technical architectures for large, multi-platform environments. Examples of past products are desirable. (2) Experience in the management of large, multi-year projects, coordinating the efforts of 50 or more individuals. (3) Access to technical experts in all areas of IT equipment, software, communications and related technologies. (4) Experience in planning major conversion/implementation efforts. Examplesof past products are desirable. (5) Facilitation capabilities to facilitate the involvement of various parties within the FDIC who may have differing opinions in the selection of target technical architecture alternatives. (6) Desktop publishing/printing capabilities in order to produce one or more glossy pamphlets for communicating the architecture design throughout the FDIC. Examples of past products are desirable. (7) Specific information on how this requirement can be satisfied. The contractor should outline key issues for consideration and a conceptual approach. Background: The FDIC technical environment consists of multiple platforms, e.g., centralized mainframe, centralized and distributed client/server, PC/LAN and desktop, with a private wide area network and 300+ local area networks. This environment has grown increasingly complex over the years due to a lack of standards and enforcement mechanisms. Some components of FDIC's technical infrastructure have not kept pace with technology and need to be modernized. Some components of the technical infrastructure already have an individual, planned target standard, but the information remains to be documented, integrated with the rest of the architecture and advertised. For some components, a target is yet to be researched, selected and defined -- and then documented, integrated with the rest of the architecture and advertised. Requirements: Recognizing the large scope of this effort, FDIC anticipates that a phased development of the target architecture will be necessary -- first completing the plans for components already begun, then addressing those which remain. Examples of products that may be required are: a project plan defining the project scope, approach and schedule; an integrated target technical architecture design; a conversion/implementation plan/schedule; architecture standards and compliance procedures; technical architecture maintenance procedures; alternatives analyses for certain components of the architecture; presentations for management and technical personnel; a user- friendly booklet for non-technical personnel; and a product describing evolving technologies that FDIC should watch for potential future incorporation into the target technical architecture. Interested parties should include within the submitted conceptual approach, recommendations on how the architecture should be partitioned. Two examples are: by platform (e.g., desktop environment), or by function across all platforms (e.g., document management). Other proposed approaches are welcome. Responses are required on or before April 7, 1997. A response to this request for information does not guarantee that a firm will be solicited on any solicititation issued as a result of this request for information.
