SENSOR SYSTEM/LOW FREQUENCY ACTIVE (SURTASS/LFA) SYSTEM ENHANCEMENT.
The Naval Command, Control and Ocean Surveillance Center Research
Development Test and Evaluation Division (NCCOSC RDTE) is planning to
acquire engineering services sole source from Hughes Aircraft Company,
Ground Systems Group, P.O. Box 3310, Fullerton CA 92634. The proposed
contract is intended to provide contractor support for the development
and testing of system enhancements for the SURTASS/LFA system. The
enhancements shall include, but are not limited to, the following
capabilities: Active False Alarm Reduction, Twin-Line use with Active,
Active Adaptive Processing, Bi-Static Processing, and Planning Tools.
The contractor is required to have a facility in place and data bases
available to use in developing and evaluating the enhancements. A
noncompetitive Request for Proposal (RFP) is planned for 30 May 1997
for a five year task order contract. Potential offerors must possess a
SECRET clearance. U.S. Companies Only. (NOFORN). The scope of effort
that is to be contracted for will require respondent to be capable of
rapidly committing a team of between 26 and 32 highly skilled technical
personnel with expertise in the SURTASS/LFA system in the following
technical disciplines: System Engineers, Computer Scientists, Analysts,
Programmers and Test Engineers. Interested firms who wish to challenge
the sole source status are invited to submit their responses in

Respondents should submit two (2) copies of their qualification
packages. Responses should include brochures, drawings, and other
substantive information demonstrating the contractor's ability to
provide the aforementioned requirements. Please do not upload the
comments to the NCCOSC bulletin board. Proprietary data submitted in
response to the synopsis will be protected when clearly identified as
such. This is not a request forproposals nor does the Government intend
to pay for any information solicited. The information received under
