Y -- ELECTRICAL POWER SUBSTATION SOL S-RRS-97-01 DUE 050997 POC Attn: B/ERA -- Gary Hosford, Facsimile No. (202) 260-0855 Design, manufacturing, installation, and testing of an electrical power substation at the Voice of America's radio relay station located on the island of Rhodes, Greece. The substation, which will serve a new transmitter building planned for construction in 1997, shall be rated for 20 kVA at a primary voltage of 15 kV (with provisions for future use at 20 kV) and a secondary voltage of 4.16 kV, 50 Hz. The complete substation shall include: substation power transformer; transformer primary fuses; primary disconnect switch; primary metering structure; incoming line termination structure; transformer secondary main circuit breaker; outgoing load feeder circuit breakers; interconnecting busbar; underground cable terminations; and weatherproof control booth. The contractor shall prepare specifications; installation plans/shop drawings; short circuit and coordination study; acceptance test plan and reports; and as-built drawings, based on the IBB's Statement of Work. All work shall be in coordinated with local utility company to ensure compliance with Rhodes, Greece electrical codes and standards. The contractor shall be responsible for visiting the site location to verify local conditions. The estimated construction price range is between $250,000 and $500,000 and the proposed period of performance of this work is completion within five (5) months from issuance of the Notice-to-Proceed. To be considered, interested companies must have demonstrated experience in the installation of electrical power substations. The IBB intends to issue a solicitation document (RFP) for this negotiated firm-fixed-price procurement in April 1997, with a proposal response date of 30 calendar days after RFP issuance. Proposals shall be submitted to the Rhodes Relay Station. Negotiation and award of the contract resulting from the RFP will take place at the VOA relay station site in Rhodes, Greece.
