It is expected that the performance aid developer will spend sufficient time to develop a basic understanding of the basic claims course objectives and goals in order to facilitate development of the performance aids. Award will be made on a best value basis. Offerors' written quotations will be evaluated on the basis of the following: meeting requested requirements, meeting requested time frame, relevant prior experience, past performance, knowledge of CSRS, qualifications and price.
