Treatment requires the services of a contractor with expert science
information on the characteristics of psychiatrists who provide
treatment to substance abusing patients, the characteristics of those
substance abusing patients who received treatment, the nature
(intensity and duration of treatment) of services provided, and the
outcome of those services. The Government intends to negotiate on a
sole source basis with the American Psychiatric Association, office of
Research, 1400 K Street, N.W., Washington, DC 20005. The period of
performance shall be six (6) months. This award shall be made using
simplified acquisition procedures. The Government reserves the right
not open this requirement to competition based upon the responses to
this notice. Technical responses and requests received as a result of
this notice of intent will normally be considered solely for the
purposes of determining whether to conduct a competitive procurement.
Interested firms must submit clear and convincing data substantiating
their capability to furnish this requirement within fifteen (15) days
after the publication of this notice. No Solicitation package is
available. If no affirmative responses are received award will be made
to the American Psychiatric Association. All responses must be in
