B -- ENVIRONMENTAL ASSESSMENTS FOR WEAPONS OF MASS DESTRUCTION NUCLEAR INFRASTRUCTURE ELIMINATION, UKRAINE POC Mr. Herbert A. Thompson, Jr., Negotiator, (703) 325-1182, Mr. Edward L. Archer, Contracting Officer, (703) 325-5028. The objective of this effort is to conduct the first phase of a two-phased effort. This effort will require the contractor to conduct specific surveys, assessments, and characterizations to support the Phase II -- dismantlement phase, which involves the chemical neutralization, and deactivation or dismantlement of two SS-19 Intercontinental Ballistic Missile (ICBM) Unified Fill Facilities (UFFs) near Pervomaysk and Khmelnitskiy, Ukraine and for Nuclear Weapon Storage Areas (NWSAs) located at Pervomaysk, Khmelnitskiy, Makariv, and Kirovohrad, Ukraine. More specifically, this effort involves the conduct of: (1) Detailed site surveys to define and locate all relevant (above and below ground) UFF and NWSA related infrastructure, radiological disposal wells, buildings, roads, railroads, etc.; (2) An environmental survey to determine the applicable laws, regulations, and standards that will apply and impact the conduct of the Phase II efforts; and, (3) Assessments and characterizations of the environmental conditions (i.e., degree of contamination) of the territory and facilities associated with the four sites. Contemplated period of twelve (12) months. The Defense Special Weapons Agency (DSWA) plans to issue a sole source contract to the Central Design Institute (CDI) of Kiev Ukraine. DSWA believes that CDI is the only source able to perform this effort. Any other firm desiring consideration must fully identify its capability to perform the requirement. See Note 22.
