PERSONNEL AT MAXWELL AFB, AL AND AIR FORCE JUNIOR ROTC UNITS THROUGHOUT
THE U.S. AND 38 LOCATIONS IN CONUS SOL F01600-97-R0007 DUE 080197 POC

Jr., Contracting Officer, (334) 953-3521 Furnish all labor, materials,
and transportation to provide electronic connectivity between HQ AFROTC
personnel at Maxwell AFB AL and Region HQ personnel at four locations
in CONUS, Area Managers at 38 locations in CONUS, and Air Force Junior
ROTC units at 609 locations in 49 states, Puerto Rico, England,
Germany, Belgium, the Netherlands, Italy, Guam, Japan, and Korea. It is
the intent of this agency to negotiate a sole source contract under
statutory authority of 10 U.S.C. 2304(c)(1) (Only one responsible
source and no other supplies or services will satisfy agency
requirement). This agency intends to negotiate with Military City
Online, 6883 Commercial Drive, Springfield, VA 22156. The period of
this acquisition is for one basic year (1 Oct 97 -- 30 Sep 98) and four
one-year options. This requirement is online services for units,
including electronic mail, file storage and transfer, conferencing,
bulletin boards, military specific content, security, Internet
connectivity, consolidated billing, and technical support and guidance.
In order to be considered a potential source, interested parties must
submit clear and convincing documentation demonstrating their ability
to satisfy the requirements specified above, and they must state
advantages to the Government for considering another source. The
documentation shall include prices and descriptive literature
containing sufficient technical documentation to establish a bona fide
ability to meet this requirement. Only written responses will be
considered. All responses from responsible sources will be fully
considered. As a result of analyzing responses to this synopsis of
intent, the contracting officer may determine that a solicitation will
be issued. A solicitation will be issued to the intended source and to
all firms that request a copy of the solicitation. If no affirmative
written response is received indicating that a comparable source is
available within fifteen (15) calendar days after publication of this
synopsis, this agency will proceed to award a contract with the
