The work includes, but is not limited to waterfront/marine construction; bank stabilization; site utilities; paving and grading; site and building demolition; rehabilitation of a residential structure; and construction of a pre-engineered Shops Building. All work shall be accomplished in accordance with Specification No. 02-001-92 and Drawing No. 02- 001-92 (Sheets 1 -- 85). All work shall be completed within 365 calendar days after Notice to Proceed. Plans (half-size), specifications, and all necessary bid documents will be available 01 April 1997. To receive a solicitation and be placed on the bidders' list, interested parties must submit a written request. Telephone inquiries will not be honored. Bid opening for Solicitation No. DTCG47-97-B-3EFK05 is 01 May 1997 at 2:00 p.m. in Norfolk, Virginia. Estimated construction cost is between $1,000,000 and $5,000,000. The solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program. For Minority, Women-owned and Disadvantage Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
