The U.S. Army Aviation and Troop Command proposes to acquire on an other than full and open competitive basis, additional testing in support of the incorporation of the Allison Model 250-C30R/3 Engine into the OH-58D Kiowa Warrior Aircraft. This effort entails Increased Vibration Test Requirements of Hydromechanical Unit (HMU) and Compressor Inlet Temperature (CIT) Sensor Vibration Testing. This is a sole source requirement to Allison Engine Company (AEC), P.O. Box 420, Indianapolis, Indiana 46206-0420. The Government does not have adequate data available to permit full and open competition.
