intends to negotiate a rate stabilization agreement for local
telecommunication services in the state of Pennsylvania on an other
than full and open competitive basis pursuant to FAR 6.302-1, "Only One
Responsible Source," with Bell Atlantic Corp., Washington, DC. GSA
requires local telephone service for their consolidated users at sites
throughout Pennsylvania including Philadelphia, Harrisburg, and
Pittsburgh. The proposed rate stabilization agreement will be for a
period of 24 months with three 12 month options. The services will be
provided to the total number of telephone lines at the government
offices. The estimated quantities are listed for each location below.
The services will include: Direct Inward and Outward Dialing (DIOD),
all maintenance and services responsibilities and will include the
Features listed as follows: Automatic Callback (Calling); Add-on
Conference; Call Forwarding Busy; Call Forwarding No Answer; Call
Forwarding Variable; Last Number Redial; Call Hold; Call Pickup; Call
Transfer Individual; Call Waiting; 3-way Calling; System Speed Call;
Common Intercept; Consultation Hold; Dial Call Waiting; Directed Call
Pickup; Distinctive Ringing; Station Hunting; Station to Station
Calling; Touch-tone. In addition the following services must be
available on an optional basis with a separate optional price:
automatic route selection; call forwarding outside of system; call
forwarding over private facilities; class of service; code calling;
conference arrangements; customer control of facilities; customer
station rearrangement; dial dictation trunk termination; customer
administration and control; facility restriction levels and
authorization codes; station message detail recording; hot line; speed
calling individual; toll restriction; uniform call distribution. In
addition, the service will provide access to the Public Switched
Telephone Network (PSTN), the Defense Switched Network (DSN) and the
Federal Telecommunications Systems (FTS 2000). The Government will not
purchase any equipment to provide local dial tone service to these
customers. The proposed rate stabilization agreement will cover the

government will not pay for any information or documentation provided.
