NAWCADLKE proposes to negotiate on a noncompetitive basis with Bell Helicopter Textron, Inc. and the Boeing Company under a modification to NAVAIR contract N0019-96-C-0054, to provide peculiar support equipment (PSE) for the production variant of the V-22 aircraft and maintenance trainer requirements. The PSE required is based on Support Equipment Recommendation Data (SERD), therefore the Government does not own a data package that can be used for competitive procedures.
