(Site Code DACA88) USACERL requires research support in the areas of energy supply systems research, development, and demonstration; and utility supply economic analysis of private sector alternatives. Research is likely to include innovative energy supply technology review and assessment; conventional heating, cooling and cogeneration research; assessment of environmental impacts of energy supply systems; independent technical review of plans, engineering designs, and reports; energy supply technology transfer and implementation activities; assessment of privatization and contract operation alternatives; assessment of energy savings performance contracts alternatives; and assessment of utility supplier optimization alternatives. Services to be provided will be accomplished under one or more indefinite delivery contracts with a total not-to-exceed value of $3,000,000 over the life of each contract awarded. The contract(s) will be for a period of one year with the option to renew up to four (4) additional years. Delivery Orders will be issued on either a firm fixed price or cost reimbursable basis, as determined on each specific order. Request for Proposal (RFP) No. DACA88-97-R-0006 will be issued on or about 26 Mar 97 with the closing date on or about 13 May 97. Submissions shall be in accordance with the RFP and all qualified sources may apply. Multiple awards are anticipated under this solicitation, with a minimum of one award anticipated to be made to an HBCU/MI, and a minimum of one award anticipated to be made to other than an HBCU/MI.
