K -- CAMPAIGN LEVEL SIMULATION AND ANALYSIS SUPPORT FOR COMMAND, CONTROL, COMMUNICATIONS, COMPUTER, INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE (C4ISR) SOL F19628-97-0016 POC Capt Roy Smith, Contract Manager, 617-271-2261. The Government intends to award a contract to System Simulation Solutions Incorporated (S3I) (1700 Diagonal Road, Suite 310, Alexandria VA, 22314) under the USAF Electronic Systems Center's Modeling, Analysis and Simulation (MASC) program. This contract action will provide services to support campaign-level C4ISR modeling and analysis using the Air Force's THUNDER simulation at Hanscom AFB, MA. The required support includes modeling C4ISR entities and processes and the data to support their implementation in an integrated campaign-level model along with data research, design of experiments, conduct of simulation experiments and data reduction. S3I is currently a sub-contractor supporting Air Force Studies and Analysis Agency (AFSAA) campaign-level modeling and analysis without the detailed focus on C4ISR required by the MASC. The estimated period of performance is three (3) years. It is considered that only S3I has the requisite management, technical capability, THUNDER experience, C4ISR expertise and resources to accomplish this effort within the current schedule and budget constraints. Statutory authority for award of this contract is 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(iii) "Only One Responsible Source."
