63 -- REQUEST FOR COTS FORCE PROTECTION EQUIPMENT FOR DOD DEMONSTRATION DUE 043097 POC Contracting Office Point of Contact: Peggy Melanson 703-325-6096; Technical Point of Contact Jerry Edwards 703-704-2416 The U.S. Army Physical Security Equipment Management Office (PSEMO), under the sponsorship of the OUSD A&T, will host a Force Protection Equipment Demonstration (FPED) in the Washington, DC area during the late August/September 1997 time-frame. The purpose of the FPED is to provide an exposition for hands-on viewing of Commercial Off-The-Shelf (COTS) force protection equipment available to military commanders, DoD decisionmakers and other Federal Agencies. No testing of the equipment will be conducted during the exposition. The FPED has Joint Military Service and other Federal Agency inter-est, and will address the needs of actual users for future test, evaluation, and fielding. . Due to limited re-sources, attendance is by invitation only. PSEMO invites equipment manufacturers to submit applications for demonstration of their equipment at the FPED. Participants will be invited based on information pro-vided to PSEMO on the application, available in the FPED Information Packet. Equipment must fall within the following categories to be considered for the demonstration: Physical Security Equipment, Sen-sor Systems, Surveillance Systems (Exterior, Interior, Perimeter, Tactical); Explosives Detection; Blast Protection and Mitigation; Software Vulnerability Assessment and Analysis Tools (Theater, National, Long-Term); Delay and Denial Technology (Fences, Barriers, Locks, Containers); Counterterrorism Equipment; Antiterrorism Equipment; Non-Lethal Weapons and Technology; Individual Soldier Protective Gear; Automated Entry Systems and Equipment; Cargo Inspection Devices; and Structural Building Mate-rials. If active demonstration of equipment is not possible or practical, a display which might include videotaped demonstrations or other media presentations will be considered, provided the display focuses on the commercially available equipment. Criteria for participation includes the key requirement that the equipment must be Commercial Off-The-Shelf (COTS) available within ninety (90) days of the demon-stration, and be available for test or procurement by the Department of Defense (DoD) within that time-frame. All prospective participants may request in writing a copy of the FPED Information Packet from the Physical Security Equipment Management Office (PSEMO), 5900 Putman Rd, Suite 1, Fort Belvoir, VA 22060-5420. The FPED Information Packet contains application forms, schedules and other necessary information. The participants must transport their selected force protection equipment to the Washington, DC area demonstration site for set-up and demonstration rehearsals during the week prior to the demon-stration and operate it during the demonstration week. Demonstration will begin on Monday morning and manufacturers must clear the site not later than 1300 hrs on Friday. Equipment will be set-up in a field environment. The FPED Information Packet will be available on 3 March 1997. Applications must be received at PSEMO no later than 1200 hours 30 April 1997. Selected invitees will be notified by 16 June 1997. Sitevisits to the demonstration area will be held on 15-16 April and 24-25 June 1997. All applications and demonstrations will be unclassified. The entire cost of each participant's involvement in the demonstration will be borne by that participant. Participation in the FPED does not constitute Government endorsement of any equipment, nor does it commit the Government to procurement of any equip-ment. (0066)
