http://proc_div.nswc.navy.mil/. The Dahlgren Division, Naval Surface
Warfare Center(NSWCDD) has a requirement for contractual support which
includes engineering, analytical, management support and technical
services test support and supplies in support of the following
disciplines: Hazards of Electromagnetic Radiation to Ordnance (HERO),
Electromagnetic Vulnerability (EMV), Electromagnetic Interference
(EMI), Electromagnetic Pulse (EMP), Hazards of Electromagnetic
Radiation to Personnel (HERP), Hazards of Electromagnetic Radiation to
Fuel (HERF), Electrostatic Discharge (ESD), TEMPEST, Lightning, Power
Quality, Electromagnetic Compatibility (EMC), DC Magnetics,
Precipitation Static (P-Static), Shielding Effectiveness, and Grounding
and Bonding. Programs that are supported include but are not limited to
the following: ASEMICAP, TOMAHAWK, HERO, EMV, RADHAZ, Joint, GSE,
Aircraft (both rotary and fixed wing) and Air Launched Ordnance (ALO).
Functional support for Naval and Joint programs will be required to:
generate EEE test plans and reports: perform EEE analyses of electronic
and ordnance systems; conduct EEE testing; operate, maintain, and
repair test instrumentation and facilities; provide Government/Industry
interface support; maintain and update EEE documentation and databases;
and, make EME measurements (including HERO and RADHAZ), to quantify EME
levels and perform engineering analyses to predict EME levels to
identify and/or correct problems. This effort will include a base year
and four optional years. The level of effort for the five (5) years,
consist of 56 man years for the base and for each option year. Quick
response capability of 15 minutes to support fleet emergencies is
required. National Association of Radio and Telecommunications
Engineers (NARTE) Certification will be required for all contractor
personnel working on NAVAIR systems/equipment. No less than two man
years of technical effort shall be subcontracted to a small business;
the work to be subcontracted out involves conducting EEE test of Naval
and Joint ordnance and electronic systems. Technical questions should
