vholland@usgs.gov. Concerns having the ability to furnish the services
described herein are requested to give written notification (including
the telephone number for a point of contact) to the procuring office
above within forty-five (45) calendar days from the date of this
synopsis. Salient characteristics: Extended warranty/full coverage
maintenance of Master Earth Station (MES) equipment located at 1711
Illinois Street in Golden, CO, and of 66 Micro Earth Stations (uES)
located throughout the contiguous United States. Performance period is
from May 1997 through May of 1998 with 4 year options. Service must
include telephone support, remote fault diagnosis, and the overnight
exchange of components as needed. If problem cannot be remedied as
outlined above, the contractor must dispatch a technician to Golden,
CO, to repair within 24 hours. At least one on-site MES preventative
maintenance trip will be scheduled per year. The existing satellite
system comprising the MES and uES was acquired from Scientific-Atlanta
in 1990. Much of the system operating software is proprietary and much
of the hardware, including the burst demodulators, outlink modulators,
fail-over redundancy, and uES digital processing unit are proprietary
and manufactured by Scientific-Atlanta. Offerors will be required to
have an intimiate knowledge of the satellite system from end-to-end, to
have a spares inventory of critical MES components, to have uES spares
pool, and depot repair facilties. Based on information available at
this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by
FAR 6.302-1, the Government considers the item specified as a sole
source from Scientific Atlanta, 420 N. Wickham Rd., Melbourne, FL,
32925, and proposes to negotiate a contract with that firm on that
basis. However, should additional sources be identified, they will be
considered. Firms who feel that they can furnish the required item or
its functional equivalent (based upon the criteria specified herein)
are invited to submit in writing an affirmative response to this
announcement. An affirmative response would include literature,
brochures and such other materials which correspond to the required
items stated herein. This information will be evaluated and used to
determine if competitive opportunities exist. Since no solicitation
document exists, requests for such documents without accompanying
information will be considered non-responsive to this request without
further consideration. This notice may represent the Government's only
