lfranz@pica. army.mil. The National Defense Center for Environmental
Excellence (NDCEE) was established by Congress in 1990 with the
directive to Sserve as a national leadership organization to address
high priority environmental problems for the Department of Defense
(DOD), other government organizations and the industrial community. The
DoD sponsors the NDCEE through the Office of the Deputy Under Secretary
of Defense (Environmental Security), with the Army designated as the
executive agent. Concurrent Technologies Corporation (CTC), a
non-profit corporation operates the center. The NDCEE's mission is: to
transition environmentally acceptable materials and processes to
defense industrial activities and private industry, to provide training
that supports the use of new environmentally acceptable technologies,
and to support applied research and development, and where appropriate,
to transition new technologies. The NDCEE program is guided by a DoD
working group that reviews the NDCEE candidate projects and integrates
these into the "Tri-Service Environmental Quality R&D Strategic Plan".
The NDCEE's primary focus is on implementing pollution prevention in
industrial processes operated by the DoD, its contractors and
suppliers. The main challenge in this effort is transitioning advanced,
environmentally acceptable technologies from the laboratory. This focus
is in accord with current activities included within Defense
Acquisition Reform and provides a much needed resource to the
Department of Defense in identifying, quantifying, demonstrating and
transitioning environmental technologies that not only address
environmental concerns but also enhance readiness and reduce life cycle
costs. This action will be a sole source follow-on award to Concurrent
Technologies Corporation, 1450 Scalp Avenue, Johnstown, Pennsylvania,
a non-profit institution, for continued operation of the NDCEE. The
procurement is for a 60 month contract with an anticipated award date
of 1 April 1998. This acquisition requires the extension and
maintenance of an essential engineering,research and development
capability which will be provided by the National Defense Center for
Environmental Excellence (NDCEE), a non-profit institution. This effort
will provide practical application of investigative findings and theory
of a scientific and technical nature. Note: 25 Electronic responses are
