Latimore (703) 767-1181 The DLA Admininstrative Support Center (DASC)
has a regular affirmative employment Program (AEPP) to remove "glass
celing" inhibitors to the advancement of women and minorities into
positions of leadership within the DLA workforce. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The acquisition will be a firm-fixed
price contract for training annually and must be fully developed and
ready for delivery 120 days after contract award. The training must be
conducted by professors and/or instructors from a fully accredited
college or univesity. The professors/instructors must possess expert
teaching skills specializing in, but not limited to, organizational
development, strategic planning, mediation/dispute resolution, contract
negotiations, quantitative analyses, finance, accounting, business
operations, team building, career planning and development,
interpersonal relationships, communications and marketing. The training
must be customized for DLA to incorporate the characteristics of the
agency's corporate structure and business operations into its
curriculum. Participants must be allowed to benefit on-site through the
practical experience of role-playing, reviewing and discussing case
studies. An uninterrupted training environment provided by the
contractor, is most conducive to this setting. Training for 25-20
participants is required. The training must be at least four (4) weeks
in length, residential, and provided in a classroom setting at the
site of the vendor. The contractor shall also provide training annually
for DLA's senior managers. The training must focus on enhancing
leadership skills to include managerial development and managerial
behavior patterns and encompass participatory discussion on the
dynamics of critical current issuesimpacting today's work environment,
such as, reorganizations and downsizing, diversity, ethics, dispute
resolution, and the global economy. The course must be eight (8) hours
in length and conducted on site at the DLA HQ Complex, Fort Belvior,
VA. The vendor must agree to a five year obligation. The following task
are required: Contractor meets with Agency officials to determine
preliminary plans for development of training; Contractor develops a
time schedule for performance and delivery of training; Contractor will
provide weekly status reports and meet with the requestor as needed, on
course development, preparation and delivery of the training;
Contractor will provide customized curriculum(s) training packages to
the Agency for review within a predetermined time frame as agreed upon
by the Agency and the Contractor; Contractor will deliver training at
residential site as scheduled; Contractor will host graduation and/or
recognition ceremony at the residential site and present certificates
of completion to CDM/E training participants; Contractor will deliver
SSM training as scheduled on site at the DLA HQ Complex, located at
Fort Belvoir, VA. The DLA training coordinator must be consulted
regarding location of training and other administrative needs to
conduct the training at the HQ Complex. Contractor to provide after
action report on the training to the agency. This solicition
SP4700-97-R-0016 is being issued as a Request for Proposal (RFP).
SP4700-97-R-0016 and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 90-38. Provision at FAR
52.212-1 Instructions to Offerors-Commercial Items applies to this
solicitation. The clause at FAR 52.212-2, Evaluation-Commercial Items
applies to this acquisition. Evaluation of all offers will be made to
determine the responsive and responsible offeror which satisfied all
mandatory requirements at the lowest overall cost. Offerors are to
include a completed copy of the provisions at FAR 52.212-3, Offeror
Representation and Certifications-Commerical Items with their offer.
This clause at FAR 52.212-4 Contract Terms and Conditions-Commercial
Items applies to this acquisition. Offers are due by 2:00PM local time
15 days following date of publication of this notice. Point of Contact
