394-4593. This requirement was announced previously in CBD on 11
October 1996 as a Small Business Set-Aside. Subsequent to that
synopsis, it has been determined that only one supplier manfactures a
system that meets all of the Government's minimum needs. The U.S. Army
Research Laboratory requires the design, fabrication, delivery and
testing of a state of the art AES/SAM/XPS Multi-Technique System to be
delivered no earlier than August 1998. This is the estimated
completion date for the building the system is to be installed in,
located in Adelphi, MD. This action will be conducted as a sole source
procurement with Physical Electronics, Inc., Eden Prarie, MN pursuant
to the authority of FAR 6.302-1, "only one responsible source." The
salient characteristics are: a signal to noise ratio of at least 800:1;
a sensitivity of at least 500,000 cps without manipulations; an
electron source of 1-10 KV; and a heating and cooling range of 133k to
1237k. Additionally, all hardware control and measurements, data
gathering, analysis and reduction, and production of visuals must be
performed by a IBM Compatible PC based computer system operating in a
Windows 95 environment. All responsible sources may submit a bid or
proposal which will be considered by the Agency. No telephone requests
