The work includes, but is not limited to, all labor, supervision, tools, materials, equipment, and transportation necessary to construct, alter and repair facilities and electrical and mechanical utility systems. Electrical utility systems include, but are not limited to, primary and secondary switchgear, transformers, unit substations, underground and overhead electrical distribution systems, ductbanks, manholes, structures for substations, etc. Mechanical utility systems include, but are not limited to, water, sewer, air, steam, and fuel piping and associated equipment connections. The JOC references the R.S. Means estimating guide using a Windows based estimating software. Prior to issuance the Government may negotiate the task order with the Contractor or compete the project among awardees (if more than one). Offerors will submit coefficients which the Government will apply to the total dollar value to compute the actual task order amount. SIC Code 1541 applies. Estimated cost: $1,000,000 to $15,000,000 per year. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. This contract replaces Contract Nos. N62755-94-D-2778, Job Order Contract (JOC) for Navy Public Works Center -- Pearl Harbor at Various Locations, Oahu, Hawaii with a maximum of $12,000,000 per year and N62755-94-D-2760, Job Order Contract (JOC) for Utility Projects at Various Locations, Oahu, Hawaii with a maximum of $8,000,000 per year, both awarded in 1994. We will include information on each contract and the incumbent contractors (e.g., coefficients, firm names, addresses, etc.) with the solicitation package.
