conducted in accordance with Section 8(a)(1) of the Small Business Act
(15 U.S.C. 637(a)(1). The solicitation will be issued, and contract
award made using the competitive proposals procedures, in accordance
with FAR Part 15. Competition shall be limited to eligible 8(a) firms.
The designated Standard Industrial Classification (SIC) Code for this
requirement is 8711, Engineering Services. The SBA Requirement Number
is: 7700-97-701547. To obtain a copy of the solicitation, which will
be issued approximately 24 March 1997, all interested firms must submit
a written request -- by mail of fax -- to DSS- W, Attn: Alyssa Murray.
Freedom of Information Act (FOIA) concerning the existing contract
(No. DASW01-94-C-0048) with Walcoff & Associates (Fairfax, Virginia)
should be faxed to DSS-W, Attn: Alyssa Murray. The Under Secretary of
Defense (Acquisition and Technology) requires information management
and administration services to facilitate execution of Department of
Defense (DoD) Test and Evaluation special projects. Services shall
include providing a facilitated collaborative environment, including
collaborative tools and methods, to support integration and improvement
of DoD Test and Evaluation processes. The environment will support
integrated product teams (IPTs) and DoD subject matter experts (SMEs)
with strategic planning, joint program opportunities analysis, project
implementation and management, and data collection and analysis to
support continuous process improvement initiatives. In support of this
requirement, the contractor-run and contractor-operated secure
facility shall be conveniently accessible from the pentagon in the most
timely and cost effective manner throughout the work day for the
occasional use of transient government, and invited industry personnel;
and shall enable government and invited industry personnel to perform
research and analysis and reach consensus on best practices to
economically meet DoD T&E test facility and resources investment and
management issues. The contractor shall provide and manage information
management and analysis tools and resources to support acquisition,
manipulation and analysis of critical data from disparate sources that
will be used to aid IPT and SME teams. Support requirements include
providing and administering a collaborative environment consisting of
all facilities and resources necessary to host multiple T&E IPT and SME
projects simultaneously and shall provide for handling information up
to the SECRET level. The facility shall be approximately 30,000 square
feet in size, provide communications connectivity and shall be
configurable to meet evolving projects needs. The contractor shall
facilitate project activities by providing working group, meeting, and
conference facilitation, logistical and program administration support
and designing, developing, implementing and managing information
resources required in support of the facility and ongoing special
projects. The period of performance for the follow-on contract will
include a Base year and four 1-year Options, for a total of five years.
The projected award date is no later than 1 December 1997. The
contractor must obtain a DoD Security Clearance at the level of SECRET.
